Can you just move the audio to the second track, which will free up the 1st track to record on? Otherwise, be sure the input level for Mic 2 is the same as on Mic 1. It may be set too low?

Probably the easieset answer ever: What about changing the input settings of your audio tracks? Just click one of your track inputs and change it to "Mic In 1". By holding alt while doing this you can change the input on all tracks at once.

For a little more complexity, go into SETUP> I/O and select the Input Tab. Delete all inputs that you will not use (you can always add them back). Now whenever you make a bunch of new tracks, they'll only have 1 input available.
